A BILL

To direct the Director of National Intelligence to submit to Congress a report on the use of artificial intelligence systems to acquire, analyze, query, disseminate, or otherwise access information under section 702 of the Foreign Intelligence Surveillance Act of 1978.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. REPORT ON USE OF ARTIFICIAL INTELLIGENCE SYSTEMS UNDER SECTION 702 OF FISA.

(a) Report.--Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to Congress a report on the use of artificial intelligence systems to acquire, analyze, query, disseminate, or otherwise access information under section 702 of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1881a). (b) Elements.--The report under subsection (a) shall include the following: (1) A summary of how elements of the intelligence community are using artificial intelligence systems pursuant to section 702 of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1881a) to acquire, analyze, query, disseminate, or otherwise access user data. (2) An assessment of the safeguards established by the elements of the intelligence community to ensure that such use of artificial intelligence is in compliance with such Act and the Fourth Amendment to the Constitution of the United States. (3) Information submitted by the Department of Justice or an element of the intelligence community to the Foreign Intelligence Surveillance Court relating to such use of artificial intelligence. (4) An identification of the types of artificial intelligence models being used in carrying out such section 702. (c) Form.--The report under subsection (a) may include a classified annex. (d) Coordination.--The Director of National Intelligence shall carry out this section in coordination with the Attorney General, the Director of the Central Intelligence Agency, the Director of the Federal Bureau of Investigation, the Director of the National Security Agency, and any other head of an element of the intelligence community the Director of National Intelligence determines appropriate. <all>
