RESOLUTION

To honor and recognize Mr. Ahmad Shah Massoud, the former military leader of Afghanistan's Northern Alliance who was tragically assassinated by Al-Qaeda and the Taliban 25 years ago on September 9, 2001.

Whereas Mr. Ahmad Shah Massoud's service to Afghanistan spans decades; Whereas, during the Soviet occupation of Afghanistan, he participated in the successful effort to deny the Soviet Union control over the Panjshir Valley; Whereas he later led peace and power-sharing initiatives in Afghanistan after the fall of the Communist government and was appointed Minister of Defense; Whereas he firmly rejected the extremist interpretation of Islam which underpinned Taliban ideology; Whereas, following the Taliban takeover in 1996, he led the armed resistance to Taliban rule as the military commander of Afghanistan's Northern Alliance; Whereas, through his leadership, Afghanistan's Northern Alliance maintained control of approximately 10 percent of Afghanistan; Whereas he was an unyielding advocate for the Afghan people, as he urged European leaders to provide humanitarian aid to alleviate and combat the tragic conditions of the Afghan people under Taliban rule; Whereas, on September 9, 2001, he was killed in a suicide bombing by 2 Al-Qaeda terrorists and the Taliban; and Whereas his leadership of Afghanistan's Northern Alliance was essential to maintaining resistance to the Taliban, which laid the groundwork for subsequent United States military action in Operation Jawbreaker and the eventual overthrow of the Taliban regime: Now, therefore, be it Resolved, That the House of Representatives honors and recognizes Mr. Ahmad Shah Massoud, the former military leader of Afghanistan's Northern Alliance who was tragically assassinated by Al-Qaeda and the Taliban 25 years ago. <all>
