RESOLUTION

Expressing the sense of the Senate regarding the importance of religious freedom, authoritative texts, and transparency in artificial intelligence systems.

Whereas freedom of religion is a fundamental right; Whereas the First Amendment to the Constitution of the United States stipulates that ``Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof.''; Whereas religious freedom, including the freedom of every person to have a faith, live their faith, change their faith, or have no faith at all, is a bedrock liberty and a central protection secured by the First Amendment to the Constitution of the United States; Whereas freedom of religion is a foundational element of democracy, human rights, and the rule of law in the United States and abroad; Whereas bias or discrimination against any religious group undermines equal treatment, weakens public trust, and harms a free and just society; and Whereas artificial intelligence systems increasingly influence public understanding and democratic discourse, making transparency and the fair treatment of religious viewpoints essential to informed civic engagement: Now, therefore, be it Resolved, That the Senate-- (1) affirms the importance of religious freedom as a bedrock and central constitutional liberty for every person; (2) recognizes that bias or discrimination against any religious group, person of faith, person who changes their faith, or person who has no faith at all is harmful to a free and just society; (3) encourages all organizations that design, develop, or operate artificial intelligence systems to adopt clear and consistently applied standards that uphold universal principles of religious freedom and transparency; (4) supports the development and deployment of artificial intelligence systems that provide responses to religious questions that are thorough and fairly representative of relevant beliefs, texts, traditions, and perspectives; and (5) commends the people of the United States to consult primary sources and religious leaders when seeking to understand religious beliefs and traditions, including sacred texts and other authoritative writings of those traditions. <all>
